Common UN Procurement at the Country Level

The document “Common UN Procurement at the Country Level” (the Guidelines) provides assistance to UN country teams in identifying and developing strategies to implement procurement initiatives in which several UN organizations are involved. The Guidelines support UN Operations Management Teams (OMTs) in identifying, developing and implementing strategies to further common procurement initiatives at the country level. By supporting common procurement initiatives, these Guidelines promote harmonization of business practices and contribute to improving both the effectiveness and the efficiency of UN procurement activities.

The mandate for developing these Guidelines is provided by the UN General Assembly‘s Comprehensive Policy Reviews of 2004 and 2007, progress reports from the Delivering as One pilot countries, and various decisions and agreements related to system-wide coherence. Further, the General Assembly’s Resolutions A/RES/59/250 and A/RES/62/208 highlight the need to lower transaction costs and to improve efficiency. All of these decisions reinforce that UN Country Teams and OMTs also have a responsibility to implement common UN procurement initiatives.

The project team conducted extensive consultations with both headquarters and field-based staff. The consultation process included interviews with OMT chairs from twenty-one countries and a global inter-agency survey on the Guidelines and the status of common procurement.

At its 11th meeting in March 2012, the HLCM Procurement Network recommended its members to use, consistent with their regulations and rules, the modalities of the document “Common UN Procurement at the Country Level” in their organization-specific operational framework and to encourage organizations to apply them.

Training material

A set of training materials has been developed for the guidelines on “Common UN Procurement at the Country Level”. These training materials elaborate the concepts discussed in the Guidelines and improve the accessibility and user-friendliness of the Guidelines. The training materials will help you to implement the elements of UN cooperation in procurement and the different options for common UN procurement. These materials have been developed and tested in pilot missions in various countries where trainings on common UN procurement were held through a series of workshops.
